BATS briefly declares self-help against NASDAQ and then revokes declaration

During nine minutes just after 13:32 EST exchange operator BATS declared self-help against rival trading venue NASDAQ, following which it rescinded the declaration.

Such declarations are made when another market encounters technical problems which can disrupt the matching of orders between them.
