TfL names Blackhorse Road development partners

Transport for London has awarded a consortium formed between Barratt Developments and London & Quadrant as the preferred joint venture partner to develop a 1.8 acre former car park opposite Blackhorse Road station in northeast London.

With work due to begin in 2019, the BLLQ consortium has agreed to deliver approximately 350 new homes at the site Blackhorse Road site in 2022, 50% of which will be affordable.

TfL put the partnership up for tender to members of its Property Partnership Framework, 13 property development companies and consortiums that it has identified as potential future partners to develop its unwanted property sites.

The Blackhorse road car park is next to several industrial spaces that are intended for redevelopment into 1,700 new homes and retail and leisure facilities.

“This site on Forest Road is a key part of bringing an exciting new neighbourhood to life in the heart of Waltham Forest," said Graeme Craig, director of commercial development for TfL.

He said the project will generate "much needed revenue to invest back into the transport network".

Barratt's Matt Calladine, a regional land & development director for the housebuilder's London arm, said: “The TfL car park at Blackhorse Road Station is an important development site in the context of the wider regeneration of this area.”
