Jobin, the former chief executive of Canadian National Railway Company, will be appointed as chairman designate on 1 March and fully assume the role following BATS' annual general meeting on 28 April.
The FTSE 100-listed firm said on Thursday that Jobin was tapped for the position after "a comprehensive search of external and internal candidates" for someone to help BATS accelerate the delivery of its transformation strategy towards "A Better Tomorrow".
Burrows, who will retire from the board at the end of the 2021 AGM, said: "Luc brings with him significant financial, regulatory and M&A experience. He has been an outstanding non-executive director over the last three years, providing consistent support, insight and constructive challenge through the development of strategy."
As of 0815 BST, BATS shares were down 1.88% at 2,616.0p.
