The FTSE 250 company said Duggan was joining Cobham from Berendsen, where she was group HR director until its recent acquisition by Elis.
Its board said she has “extensive” human resources and business unit experience, having undertaken both senior international HR and management roles during her career.
Prior to Berendsen, she spent 12 years at Amey - initially as group human resources director, before progressing to the role of managing director of two business units.
The early part of her career was spent at the Benefits Agency, Technicolor and Danaher Corporation.
Cobham’s board added that, throughout her career, Duggan has a track record of “driving transformational change”, having developed the HR strategy at both Amey and Berendsen.
She was taking up her new role immediately, and relocating to Wimborne in Dorset.
“Gillian brings a fantastic combination of strategic acumen and the ability to drive change,” said Cobham CEO David Lockwood.
“We are delighted that she is joining us and we look forward to working with her as we welcome her to the Wimborne team.
“Her appointment follows other recent senior appointments as we strengthen the Cobham business.”
