Ukraine and Russia draw-up neutrality plan, FT reports
Russia and Ukraine have drawn up a neutrality plan to end the war after making significant progress, including on a cease-fire and the withdrawal of Russian troops.
Under the terms of the 15-point plan, Kyiv would renounce joining the North Atlantic Treaty Organisation, but in exchange for security guarantees, the Financial Times reported.
Those guarantees would be provided by the likes of the US, UK and Turkey.
Kyiv would also promise not to host foreign military bases or weaponry.
Any deal would include Russian troops leaving Ukrainian territory.
